Our Purpose
The Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) is an international bill of rights for women and provides a binding framework for the countries that have ratified it to achieve gender equality and the empowerment of women and girls.
The CEDAW was created with the objectives of the United Nations: to reaffirm fundamental human rights, the dignity and worth of each person, and the equal rights of men and women. It defines the meaning of equality and indicates how to achieve it. In this regard, it establishes an international declaration of women’s rights and a program of action for Member States to ensure the enjoyment of those rights.
Mexico has signed this and other international instruments while also enacting new legislations on the matter. Significant progress has been made however, it is undeniable that equality has not yet been fully recognized in all areas, and that discrimination against women in our country continues to be deeply rooted in our system. This underscores the importance of complying with both international and national instruments, through which state bodies have undertaken actions to address differences and inequalities between women and men, correct power imbalances, and eliminate the disadvantages that women still face.
Within this framework, INAP has set forth the following vision: To be the leading knowledge center for the training of professionals while endorsing inclusion, innovation, scientific and technological development in Public Administration; as well as strengthening and supporting it through specialized services in continuous education, consultancy, certification, and the diffusion of administrative culture. All this while upholding ethical values and prioritizing the purposes of the State.
The endorsed inclusion referred to goes beyond access to knowledge and encompasses a broader set of actions, reflected in the objectives of the Gender Committee. Among these objectives is the promotion within INAP, the governmental sphere, and the private sector, of the proper and sufficient development and application of the instruments that our society has adopted to achieve the social transformation necessary to make gender equality and equity a reality.
The Gender Committee seeks to serve as a promoter of the national policy on gender equality, as set forth in the Ley General para la Igualdad entre Mujeres y Hombres and its related instruments. As well as fostering policies and actions inside INAP that reflect a gender perspective, alongside that of new ways to perform masculinity.
The members of the Gender Committee vow to promote actions that will achieve genuine equality between men and women in all areas of INAP. So, they may serve as advocates for gender equality, human rights, and a gender perspective in society. This department presents some of our initiatives.

The Gender Committee
The Gender Committee shall promote, within INAP and across public and private spheres, the proper and effective development and application of the instruments our society has established to achieve the social transformation required to make gender equality and equity a reality. To that end, its purposes are:
I. Promote at the federal, state, and municipal levels, through specific lines of research:
Prepare, publish, and disseminate information, articles, books, and cultural activities through social media related to the topic.
II. Design actions and public policies on gender that directly benefit specific groups or address issues, recognizing gender as one of the key factors that shape discrimination. This includes developing affirmative actions for women and incorporating statistical information at the municipal, national, and international levels.
III. Define criteria for diagnosing, planning, monitoring, and evaluating governmental efforts to institutionalize and give the gender perspective the recognition it deserves.
IV. Build links with public and private sector organizations, identifying them as strategic partners for introducing and mainstreaming the gender perspective.
V. Analyze Mexico’s compliance with its international obligations on gender matters and the recommendations issued by the corresponding Committees.
VI. Serve as promoters of the National Gender Equality Policy, as established in the Ley General para la Igualdad entre Mujeres y Hombres and its related instruments.
The Gender Committee shall safeguard equality between women and men and, for that purpose, shall carry out the following functions:
I. Promote the institutionalization of practices that ensure equitable participation of women in INAP’s governing bodies and other administrative areas, particularly in teaching and consulting.
II. Implement internal policies and actions that reflect the gender perspective, including approaches related to new ways to perform masculinity.
III. Prevent, address, and sanction all forms of discrimination and explicitly prohibit any type of violence.
IV. Develop processes that align the needs of INAP with those of all individuals involved, fostering balance between work, personal life, and family life.
V. Promote values of equality, non‑discrimination, respect, plurality, transparency, tolerance, inclusion, openness, social justice, ethics, freedom, legality, equity, effectiveness, and efficiency
VI. Incorporate inclusive and non‑sexist language and gender‑perspective values into INAP’s Code of Ethics.
The Gender Committee shall adhere to the following:
I. Prepare an annual institutional and external work program for review and approval by the General Assembly.
II. Submit activity reports for the current period to the General Assembly.
III. Facilitate the normalization of the gender perspective across all areas of INAP.
IV. Ensure the visibility and eradication of discriminatory practices and improve working conditions.
V. Establish and strengthen the gender‑equality management system.
VI. Support, coordinate, and evaluate actions related to accreditation and certification processes in this field.
VII. Develop strategies that ensure a workplace free of harassment, discrimination, and violence, with equal opportunities and treatment for women and men.
VIII. Provide effective responses to gender‑related needs that arise regarding the work environment, work–family balance, and the professional development of INAP personnel.
IX. Develop and deliver training programs on gender and human rights to promote awareness and active participation among all staff
X. Participate in the development and proposal of academic and consulting programs requested from INAP to ensure gender issues normalization in areas such as human rights, results‑based management, public and budgetary policies, diversity, and related topics.
