Main Structure

Each Department shall be composed of three honorary members, who must be individual associates with valid membership and who shall be nominated by the Council and submitted to the General Assembly for a final approval process.

Representation of women associates must account for at least one of the total members of each Department, except for the Gender Department, which must include only one male associate. When selecting members, the Council shall consider each associate’s knowledge, experience, interest in the subject matter, integrity, and availability.

Members of the Council and INAP’s Head Council may not serve as Department members.

Individual associates who have previously served as Department members may do so again in a different Department, provided they have completed their term in the Department to which they were originally appointed.

Department work shall be organized by a Coordinator, chosen from among the three honorary members. The Coordinator shall serve a one‑year term.

Department members shall serve three‑year terms, after which they will be replaced according to the following succession guidelines:

1. At the end of their term as Coordinators, they must remain as members of the same Department for which they were elected until their overall term concludes.

2. Once their term ends, members shall leave the Department to which they originally belonged, and the Council shall propose new members to the General Assembly to fill those positions.

In the event of a temporary or permanent absence, removal, or resignation of a Department member, the Council shall appoint an interim member, who will fulfill the same functions until the General Assembly approves the appointment, only if applicable. In the case of the Coordinator, an interim replacement shall be appointed following the procedure established in Section 5 of these regulations.

Members may be removed from their position if they fail to attend three consecutive workdays. The removal notification shall be submitted by the corresponding Department, through the head of the Secretariat, to the Council. They shall be provisionally replaced by individual associates designated by the Council, who will serve until the General Assembly ratifies the new permanent members.

Powers and Responsibilities

Section 9.- The Departments shall have the following powers and responsibilities:

I. Determine the relevance of initiatives and address any inquiries submitted by the Council or the General Assembly within their respective areas of competence

II. Submit to the Council any proposals they deem appropriate for consideration and approval by the General Assembly.

III. Issue recommendations to the Council regarding actions and measures aimed at improving INAP’s management in the areas under their responsibility.

IV. Circulate, through the Secretariat, the agreements and recommendations arising from their sessions, as well as their initiatives and projects, using the technological tools available at INAP.

V. Request work meetings with the President of INAP when the matters under discussion require the President’s awareness, participation, or decision.

VI. Request that the Council convenes Statutory or Extraordinary General Assemblies when the matters to be addressed so warrant. The Council shall assess the relevance of the request and, if appropriate, issue the corresponding notice of meeting.

VII. Participate in Council sessions or in the sessions of other Departments to which they are invited.
